Present study was carried out in three villarges viz ; Jawaharnagar, Gokulnagar and Shantipuri no. 2 Rudrapur block of Udham Singh Nagar of Uttarakhand, Participatory Community Radio module was developed on the basis of research findings. The findings reveal that respondents were in middle age group, can read and write and belonged to other backward caste category, fell in the medium level of income had no formal social membership, perferred to attend informal meetings as festivals, religious ceremonies and me/as and possessed high ICT owership, used all types of ICT including modern, print and electronic occasinally, had high trustworthiness attached to the ICT. Need assessment profile shows that majority of rural women were not aware on following aspects : Methods of purifying water (80.0%), Weaning food [Purak aahar] (81.5%), Immunization (83.8%), Awareness of HIV/AIDS (81.0%), Government Programme in Uttarakhand (82.9%), Government programme for providing loan to micro enterprise (85.0%), SHGs (80.3%), Tips to avoid mental tension (84%). Above eight needs to women empowerment were selected for community radio programme production. The community radio programme were designed in participatory mode after dicussing with the respondents, experts and deciding the content and format of the programme, sehedule of broadcasting etc. The programme were recorded in the field and broadcasted through Pantnagar Janvani community radio station. Knowledge test was developed based on the content of community radio programme which was designed under the study. The results of 'z' test showed that there was significant difference in the mean knowledge scores before treatment and immediately after treatment in community radio programme. Community radio programme on women empowerment cater to the needs of the respondents in context of enhancement of knowledge level in significant manner. Majority of the respondents preferred 8-10 am time slot of Pantnagar Janvani to listen to the programme at Aanganwadi Centers in groups. The socio-economic variable included age, education, occupation, income, informal social participation and formal social participation was positively and significantly co-related with gain in knowledge. Caste was positively and non significantly correlated with gain in knowledge. On the basis of above findings a participatory community radio module was developed. Eight modules were developed with steps and sub steps : (1) Rapport Building, (2) General Information and Need Assessment, (3) Prioritization of needs (4) Development of knowledge test,  (5) Design and develop CR programme on women empowerment, (6) Recording and editing of CR programme, (7) Broadcasting community radio programme, (8) Post knowledge test. Thus this research emphasizes the importance of participatory communication and reinforces module to make communication participatory and empoering.
